The airline has appointed four account managers and one operations manager to its cargo team for the Europe, Middle East and Africa region.
Until recently, Southwest aimed to expand 8 percent to 10 percent a year. But it has slowed its growth rate to only 4 percent in 2008 and has said it may not expand at all in 2009.
A Stansted Airport spokesman said airport bosses were satisfied that covering staff were properly trained and security had not been compromised.
The spaciousness of the terminal will make it easier to maneuver and park large vehicles, while allowing for freight shipments to be dispatched faster.
About 2,500 janitors, wheelchair attendants, baggage handlers and other service workers authorized their union leaders to call for a strike if labor negotiations break down with their employers.
The carriers have signed a bilateral airline agreement to facilitate the exchange of cargo shipments between Europe, the countries of the Gulf Cooperation Council and the rest of the Middle East.
